Ashburton District
Scheduled items are classified into one of two categories. Within each of the categories, particular heritage buildings, objects, heritage properties or places of special interest are identified. The categories are:
Group A : These heritage items are considered to be of national or regional significance, and include NZHPT registered Category I historic places. These places are of special or outstanding value or representative value and the loss of these items would be a matter of national or regional significance and of interest to the wider community. The Council wishes to provide for their long- term conservation and protection.
Group B : These heritage items are places of historical or cultural heritage significance or value to the District. The ongoing conservation and protection of these items is highly desirable. They include all NZHPT registered Category II historic places and other places of heritage significance and value at a District level. The loss of these items would be a significant matter, at least in respect of a District and regional community of interest.

Selwyn District Council makes a distinction between heritage buildings listed in its plan which have a category 1 NZHPT registration and those that do not. Demolition or removal is a non-complying activity for the former and a discretionary activity for the others.

Waimakariri District
Heritage items on the Waimakariri District plan are listed according to the following criteria
A. Historical and social significance : The heritage resource has value or significance associated with a notable person, event, time period or activity. The item represents an important reflection of the social patterns of its time.
B. Cultural and spiritual significance: The heritage resource contributes to the distinctive characteristics of a way of life, philosophy, religion or other belief. A particular group or community holds or has held the item in high esteem; this includes items of special significance to tangata whenua.
C. Architectural significance: The heritage resource is a significant example of a particular style, period or designer.
D. Group and setting significance: The heritage resource has a degree of unity in terms of scale, space, structure, form, materials, texture and colour in relationship to its setting or surrounding buildings. Alternatively, the heritage resource is a group of places that have heritage values or associations and have a unity of historical use or ownership yet may vary in terms of building form, age, material and scale.
E. Landmark significance: The heritage resource is an important landscape feature of a particular area and in the community consciousness.
F. Archaeological significance: The heritage resource provides important archaeological information and physical evidence of pre-1900 human activities.
G. Technological and craftsmanship significance: The heritage resource incorporates materials, finishes and/or construction methods which were innovative for the period or are of noteworthy quality.
